Strategi Optimalisasi Rehabilitasi Hutan dan Lahan untuk Peningkatan Sosial Ekonomi Petani Jagung di Kabupaten Boalemo

Penelitian ini bertujuan untuk menganalisis dan merancang strategi optimalisasi program Rehabilitasi Hutan dan Lahan (RHL) terhadap peningkatan sosial ekonomi usahatani jagung di Kabupaten Boalemo. Penelitian ini menggunakan pendekatan mixed methods dengan model eksplanatori yang menggabungkan data kuantitatif dan kualitatif, serta dengan metode survei. Pengumpulan data dilakukan dengan kuesioner (data kuantitatif), dan didukung wawancara, observasi, dan dokumentasi (data kualitatif). Sampel dalam penelitian ini sebanyak 40 orang petani. Analisis data dilakukan menggunakan analisis SWOT untuk mengidentifikasi faktor internal dan eksternal yang mempengaruhi efektivitas program RHL. Penentuan strategi dilakukan melalui penyusunan matriks SWOT berdasarkan hasil identifikasi kekuatan, kelemahan, peluang, dan ancaman, kemudian dirumuskan alternatif strategi yang paling sesuai dengan posisi organisasi/petani. Hasil penelitian menunjukkan bahwa posisi strategi optimalisasi RHL berada pada kuadran III (strategi turn around), yang menekankan pemanfaatan peluang eksternal untuk mengatasi kelemahan internal. Strategi utama yang dihasilkan meliputi peningkatan partisipasi kelompok tani sebagai pelaksana, diversifikasi usaha melalui penanaman pohon buah, serta penguatan integrasi, konsultasi, dan kolaborasi antar pemangku kepentingan. Strategi ini mampu meningkatkan penerimaan petani terhadap program RHL, mengurangi konflik pemanfaatan lahan, serta menciptakan peluang ekonomi tambahan tanpa mengurangi produktivitas jagung. Kesimpulannya, program RHL tidak hanya berfungsi sebagai upaya rehabilitasi lingkungan, tetapi juga sebagai instrumen peningkatan kesejahteraan petani apabila dilaksanakan secara partisipatif, terintegrasi, dan berorientasi ekonomi. Oleh karena itu, direkomendasikan agar pemerintah memperkuat kelembagaan petani, meningkatkan pendampingan teknis, serta mendorong kolaborasi multipihak guna menjamin keberlanjutan dan efektivitas program RHL.
