Abstract

This study examines the development of halal tourism in Kediri from an Islamic economic perspective, focusing on the implementation of DSN-MUI Fatwa No. 108/DSN-MUI/X/2016 and its relevance to Maqashid Syariah. This study employs a descriptive qualitative approach based on document and literature analysis concerning halal tourism, Islamic tourism regulations, and previous studies on tourism development in Kediri. The findings indicate that the implementation of sharia principles in tourism contributes to economic activities through fair transactions, responsible business practices, wealth protection, and community welfare. Kediri has significant potential for halal tourism development supported by cultural and religious assets, tourism facilities, local products, and broader economic networks. The implementation of the fatwa can strengthen the halal value chain through halal accommodation, food and beverage services, ethical promotion, and sharia-compliant financial services. From the perspective of Maqashid Syariah, halal tourism supports the protection of religion, life, intellect, lineage, and wealth. However, infrastructure, halal certification, stakeholder understanding, supervision, investment costs, and implementation consistency remain challenges. The study concludes that halal tourism can contribute to an ethical, equitable, and sustainable Islamic economic ecosystem in Kediri.
